AN ACT

MAKING AN APPROPRIATION FOR COMPENSATION INCREASES FOR SCHOOL EMPLOYEES WHO MAKE LESS THAN TWENTY THOUSAND DOLLARS ($20,000) PER YEAR; PROVIDING LIMITATIONS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--

          A. Ten million five hundred seventy thousand dollars ($10,570,000) is appropriated to the public education department for distribution through the state equalization guarantee distribution in fiscal year 2014 to provide a variable rate increase in salary for school employees whose gross earnings are less than twenty thousand dollars ($20,000) per year from a school employer pursuant to the following:

                (1) a salary increase pursuant to this section shall be applied after any other salary increase provided in the General Appropriation Act of 2013 or other legislation of the fifty-first legislature, first session, and after any salary increase due to a promotion by a school employer;

                (2) the salary increase shall be one percent for every one thousand dollars ($1,000) of gross earnings below twenty thousand dollars ($20,000) per year; and

                (3) if a school employee works for more than one school district, the total of the salary increase calculated pursuant to Paragraph (2) of this subsection for that school employee shall not be more than the amount required to meet the twenty-thousand-dollar ($20,000) threshold.

          B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2014 shall revert to the general fund.
