A MEMORIAL

REQUESTING THE ENTITIES RECEIVING APPROPRIATIONS FROM HOUSE BILL 272 OF THE SECOND SESSION OF THE FIFTY-FIRST LEGISLATURE TO REPORT ON THE RESULTS OF THAT MONEY'S USE; REQUESTING THE ECONOMIC DEVELOPMENT DEPARTMENT TO ACTIVELY PARTICIPATE IN THE 2014 JOBS COUNCIL.

     WHEREAS, the legislative interim jobs council was formed in part to propose strategic legislative measures that would promote job creation; and

     WHEREAS, House Bill 272 is a measure made in response to recommendations, adopted by the jobs council, for spending targeted to take advantage of job-creation opportunities; and

     WHEREAS, House Bill 272, if enacted, would make appropriations to certain entities so that they may improve economic development efforts toward job creation; and

     WHEREAS, the entities receiving money to implement or expand programs leading to job creation should be held accountable for their use of state resources; and

     WHEREAS, the jobs council and the economic development department, which would receive a substantial amount of increased funding from House Bill 272, if enacted, would both benefit by collaborating further toward their common goal of putting unemployed New Mexicans back to work;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the economic development department be requested to continue its participation in the jobs council during the 2014 interim; and

     BE IT FURTHER RESOLVED that if House Bill 272 is enacted, the appropriations' recipient entities be requested to report quarterly through 2015 to the jobs council or the appropriate interim legislative committee on the numbers of jobs that have been created as a direct result and as an indirect result of those appropriations; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the economic development department, the tourism department, the higher education department, the workforce solutions department and the board of regents of the university of New Mexico.
