A MEMORIAL

REQUESTING THE NEW MEXICO WATER RESOURCES RESEARCH INSTITUTE AT NEW MEXICO STATE UNIVERSITY AND THE UTTON TRANSBOUNDARY RESOURCES CENTER AT THE UNIVERSITY OF NEW MEXICO ASSESS BEST CONSERVATION PRACTICES FOR NEW MEXICO'S WATER RESOURCES.

 

     WHEREAS, the ongoing drought in New Mexico has demonstrated the need to understand the most efficient methods for using water in all sectors of water use; and

     WHEREAS, new sources of water are limited and expensive to develop, leaving water conservation as the most practical method for extending existing water supplies; and

     WHEREAS, different approaches to the conservation of water may result in unforeseen consequences, both legal and practical; and

     WHEREAS, the New Mexico water resources research institute at New Mexico state university has considerable expertise in the technical aspects of water conservation; and

     WHEREAS, the Utton transboundary resources center at the university of New Mexico school of law has considerable expertise in the legal and policy aspects of water conservation;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that in the event the funding in Senate Bill 179 and Senate Bill 223 are enacted into law, the New Mexico water resources research institute and the Utton transboundary resources center conduct an in-depth analysis of water conservation best practices in all water use sectors of the state; and

     BE IT FURTHER RESOLVED that the results of the analysis be jointly documented and the results reported to the legislature at the first session of the fifty-second legislature; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the New Mexico water resources research institute and the Utton transboundary resources center.
