    Your RULES COMMITTEE, to whom has been referred


SENATE JOINT MEMORIAL 3


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 1, line 13, after "CARE", insert "AND CHILD PROTECTIVE SERVICES".


    2. On page 1, between lines 19 and 20, insert the following:


    "WHEREAS, the protective services division of the children, youth and families department's stated mission is to serve children, youth and families by protecting children and youth from abuse and neglect, pursuing timely permanency and promoting well-being; and


    WHEREAS, the children, youth and families department has experienced issues related to insufficient staffing, difficulty with staff retention, high position vacancy rates and high caseloads; and".


    3. On page 1, line 25, after "care", insert "and child protective services".


    4. On page 2, line 23, strike "and".


    5. On page 3, line 1, strike "and".


    6. On page 3, between lines 1 and 2, insert the following new subsections:


         K. the total number of cases opened by the protective

services division of the children, youth and families department each month, for the past thirty-six months;


         L. listed by month, the average number of cases managed by

protective services division social workers for the past thirty-six

months;


         M. the average salary of protective services division

social workers for the past thirty-six months;


         N. over the past thirty-six months, the number of cases

opened by the protective services division based on reports by:


             (1) schools;


             (2) abused or neglected children;


             (3) relatives of abused or neglected children;


             (4) neighbors of abused or neglected children; and


             (5) others;


         O. any obstacles, including laws, regulations and policies, that prevent the protective services division from meeting its stated mission and goals; and

 

         P. the education and training provided to all protective services division staff before and during employment with the division; and".,


and thence referred to the PUBLIC AFFAIRS COMMITTEE.
