    Your SAFETY AND CIVIL AFFAIRS COMMITTEE, to whom has been referred

HOUSE BILL 79

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 16, after "LICENSES", insert "AND IDENTIFICATION CARDS", and after "PENALTIES", strike the semicolon.

     2. On page 1, line 17, strike "DECLARING AN EMERGENCY".

     3. On page 21, line 2, strike "and" and insert in lieu thereof a comma.

     4. On page 21, line 2, after the second occurrence of "licenses", insert "and identification cards".

     5. On page 21, line 3, strike the period and insert in lieu thereof "; provided that the process of cancellation of a person's state-issued instruction permit, driver's license, provisional license or identification card includes due process protections.".

     6. On page 23, lines 12 and 13, strike Section 14 in its entirety and insert in lieu thereof:

     "SECTION 14. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2015.".,

and thence referred to the JUDICIARY COMMITTEE.
