has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 25, strike "geographic".

     2. On page 2, line 1, strike "or climatic".

     3. On page 3, strike lines 19 through 25 in their entirety and insert in lieu thereof "shall be authorized only for issues related to geographic barriers and safety concerns and shall not be authorized for students transferring as a matter of choice.".

     4. Reletter succeeding subsections accordingly.

     5. On page 5, line 9, after "resolved", insert "within thirty days".

     6. On page 5, line 15, after "dispute", insert "within thirty days".

     7. On page 6, line 2, after "boards", insert "within ten days".
