AN ACT

RELATING TO HIGHER EDUCATION; REQUIRING THE HIGHER EDUCATION DEPARTMENT TO MAINTAIN A WEB SITE OR OTHER MEANS TO PROVIDE DEVELOPMENT AND IMPLEMENTATION DETAILS FOR VOCATIONAL EDUCATION CURRICULA DEVELOPED WITH PUBLIC MONEY BY PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS FOR USE BY OTHER PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new section of Chapter 21 NMSA 1978 is enacted to read:

     "[NEW MATERIAL] LEGISLATIVE FINDING--DEPARTMENT CURRICULA WEB SITE--AVAILABLE TO PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS.--

          A. The legislature finds that because of the substantial investment of public money in vocational education curricula development at public post-secondary educational institutions, those curricula should be available to other public post-secondary educational institutions that want to offer similar programs to their students; provided, however, that the higher education department shall continue to limit duplicate vocational education offerings at public post-secondary educational institutions within the same geographic area of responsibility.

          B. The higher education department shall create a password-protected or otherwise secured "curricula web site" or other means whereby public post-secondary educational institutions post all current vocational education curricula developed using public money. The web site or other means shall be available to state institutions of higher learning and state-supported community colleges or technical-vocational institutions to use in developing similar curricula.

          C. Each posted curriculum shall include the substantive development steps used by the public post-secondary educational institution curriculum development team and the implementation process, including identification and procurement sources of pedagogical and other materials.

          D. Both initiating and receiving public post-secondary educational institutions may consult with one or more local workforce development boards for vocational education curriculum development in fields of interest to the local boards."
