AN ACT

RELATING TO HUMAN SERVICES; ESTABLISHING A MOBILE SHOWER FACILITY PILOT PROGRAM TO SERVE HOMELESS INDIVIDUALS; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. MOBILE SHOWER FACILITY PILOT PROGRAM--DATA COLLECTION--REPORTING.--

          A. The New Mexico mortgage finance authority shall establish a one-year pilot project in a class A county with a population of at least six hundred thousand individuals to provide a mobile facility that travels within the designated county to offer showers and bathroom facilities to allow homeless individuals to tend to their personal hygiene. The New Mexico mortgage finance authority shall collect data related to the following:

                (1) the number of individuals served;

                (2) the number of staff required to implement the pilot program; and

                (3) the cost of operating the program.

          B. The New Mexico mortgage finance authority shall report the data and make projections as to the cost of implementing the mobile shower facility services for homeless individuals statewide as well as any programmatic recommendations it has for statewide implementation of the mobile shower facility program to the legislative health and human services committee and the legislative finance committee by November 1, 2016.

     SECTION 2. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the New Mexico mortgage finance authority for expenditure in fiscal year 2016 to fund the costs of operating a mobile shower facility pilot program, collecting data and reporting on the collected data pursuant to Section 1 of this act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2016 shall revert to the general fund.
