    Your RULES COMMITTEE, to whom has been referred


SENATE BILL 58


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 7, line 15, after "used", insert "only".


    2. On page 7, lines 16 through 25, strike the underscored language.


    3. On page 8, strike lines 1 through 9 in their entirety and insert in lieu thereof the following new subsection:


         "B. Money from the fund received by a candidate shall not be used for:


             (1) the candidate's personal living expenses or compensation to the candidate or the candidate's spouse;


             (2) a contribution to another campaign of the candidate or a payment to retire debt from another such campaign;


             (3) a contribution to the campaign of another candidate or to a political party or political committee or to a campaign supporting or opposing a ballot proposition;


             (4) an expenditure supporting the election of another candidate or the passage or defeat of a ballot proposition or the defeat of any candidate other than an opponent of the participating candidate;


             (5) payment of legal expenses or any fine levied by a court or the secretary of state; or


             (6) any gift or transfer for which compensating value is not received.".


    4. Reletter the succeeding subsections accordingly.


    5. On page 20, line 4, strike ", including reports" and insert in lieu thereof "or a report".


    6. On page 20, line 4, strike the comma at the end of the line.,


and thence referred to the JUDICIARY COMMITTEE.
