Mr. President:

    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

SENATE BILL 265

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 15, before the period, insert "AND AT LEAST FIVE HUNDRED THOUSAND DOLLARS ($500,000) BE USED FOR A SOCIAL OR MEDICAL DETOXIFICATION CENTER".

    2. On page 2, line 6, strike "three" and insert in lieu thereof "four".

    3. On page 2, lines 12 through 20, strike Paragraphs (1) and (2) in their entirety and insert in lieu thereof the following new paragraphs:

             "(1) the dedication of no less than one hundred thousand dollars ($100,000) of the revenue to winter shelter for the homeless;

             (2) the dedication of no less than five hundred thousand dollars ($500,000) of the revenue to a social or medical detoxification center; and

             (3) the dedication of the remaining revenue to fund the prevention, evaluation and treatment of substance use disorders and winter shelter for the homeless within the county and for no other purpose.".

    4. On page 6, line 1, after "adults", insert a period and:

    "Such funding shall include the amount dedicated to a social or medical detoxification center pursuant to Paragraph (2) of Subsection B of Section 7-24-10 NMSA 1978".,

and thence referred to the FINANCE COMMITTEE.
