A CONCURRENT RESOLUTION

ADOPTING A JOINT RULE TO REQUIRE THE WEBCASTING OF INTERIM COMMITTEE MEETINGS.

 

     WHEREAS, Legislative Joint Rule 8-1 provides for the adoption, amendment or repeal of joint rules by concurrent resolution approved by two-thirds of the membership of each house;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE CONCURRING THEREIN, that the following new proposed Joint Rule 13-1 be adopted to read:

          "INTERIM COMMITTEE MEETING WEBCASTING (13-1)

A. Live video and audio streams of interim committee proceedings shall be accessible through the legislature's web site; provided that the availability of streams of committee proceedings held outside of the capitol shall be subject to the financial and technical capabilities of the legislative council service.

B. A stream shall begin as soon as practicable after the chair has called the meeting to order and shall terminate as soon as practicable after the committee has recessed or adjourned or upon order of the chair. The streams shall be archived, subject to the financial capability of the legislative council service.

C. A stream shall carry a notice to the effect that the stream is being produced for the benefit of the public and any political use is prohibited and that the stream is not an official record of the committee's or legislature's proceedings.".
