    Your TRANSPORTATION AND PUBLIC WORKS COMMITTEE, to whom has been referred

HOUSE BILL 4

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 2, line 17, strike "63,816.7" and insert in lieu thereof "63,653.7".

     2. On page 2, line 24, strike "four hundred million dollars ($400,000,000)" and insert in lieu thereof "three hundred seventy-five million dollars ($375,000,000)".

     3. On page 3, between lines 1 and 2, insert the following:

     "The other state funds appropriations to the project design and construction program of the department of transportation include ten million dollars ($10,000,000) for maintenance, reconstruction and related construction costs of state-managed highways.".

     4. On page 3, strike lines 3 and 4 in their entirety.

    5. On page 3, between lines 7 and 8, insert the following performance measure:

    "*  Quality:     Percent of final cost-over-bid amount,

                      less gross receipts tax, on highway

                      construction projects                <3.0%".

    6. On page 3, line 8, strike "Transportation and highway" and insert in lieu thereof "Highway".

    7. On page 3, line 9, strike "transportation and".

    8. On page 3, line 16, strike "45,522.6" and insert in lieu thereof "47,522.6".

    9. On page 3, line 17, strike "83,762.2" and insert in lieu thereof "81,762.2".

    10. On page 3, line 19, strike "eighty million dollars ($80,000,000)" and insert in lieu thereof "fifty-five million dollars ($55,000,000)".

    11. On page 4, line 21, strike "17,259.9" and insert in lieu thereof "18,307.9".

    12. On page 4, line 22, strike "8,202.1" and insert in lieu thereof "9,075.1".

    13. On page 4, line 24, strike "eighty million dollars ($80,000,000)" and insert in lieu thereof "fifty million dollars ($50,000,000)".

    14. On page 5, between lines 1 and 2, insert the following:

    "The department of transportation may request budget increases up to two million dollars ($2,000,000) from other state funds and internal service funds/interagency transfers from the taxation and revenue department and may request budget increases up to two million dollars ($2,000,000) from other state funds and internal service funds/interagency transfers from the department of public safety and may request budget increases up to two million dollars ($2,000,000) from other state funds and fund balances from the state road fund to hire temporary workers and purchase equipment for commercial truck permitting and for facility maintenance of port-of-entry facilities.

    The department of transportation may request budget increases up to six million dollars ($6,000,000) from other state funds and fund balances from the weight distance tax identification permit fund for capital improvements to port-of-entry facilities.".

    15. On page 5, between lines 2 and 3, insert the following performance measures:

    "*  Outcome:   Number of traffic fatalities            <330

     *   Outcome:   Number of alcohol-related traffic

                    fatalities                             <130".

    16. Adjust all totals and subtotals to correspond with these amendments.

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
