AN ACT

MAKING AN APPROPRIATION FOR AN INVENTORY OF INCOMPLETE WATER PROJECTS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--

          A. Five hundred thousand dollars ($500,000) is appropriated from the general fund to the department of environment for expenditure in fiscal year 2017 to inventory unexpended water and wastewater project capital outlay appropriations and report findings and recommendations to the department of finance and administration and the legislative finance committee. The department may contract for a study that includes:

                (1) the organization of projects by legislative district;

                (2) projects' intent, scope and status;

                (3) documentation of existing barriers, deficiencies and reasons why a project has not been completed;

                (4) recommendations for reform; and

                (5) a report to the legislative finance committee and the department of finance and administration.

          B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2017 shall revert to the general fund.
