AN ACT

MAKING AN APPROPRIATION TO THE LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION FOR HEALTH CARE AND SENIOR SERVICES IN RIO ARRIBA COUNTY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

SECTION 1. APPROPRIATION.--

A. Nine hundred fifty thousand dollars ($950,000) is appropriated from the general fund to the local government division of the department of finance and administration for expenditure in fiscal year 2017 to fund the following operational expenses in Rio Arriba county:

(1) the expansion of senior programming to include senior center services, including adult daycare; personal care service management; case management; medication management; diabetes monitoring and management; grief support; immunization; fall prevention; and joint pain management and prevention;

(2) provision of intensive case management for substance abuse, incorporating enrollment and recovery support for released inmates; transport to services; jail diversion; vouchers for recovery support for substance abuse treatment; and recovery support;

(3) formation of provider networks, including development of a health information exchange for network members;

(4) provision of services in county-owned community centers; and

(5) infrastructure planning to enable the incorporation of existing county-owned facilities into the county's comprehensive health care system.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2017 shall revert to the general fund.
