A CONCURRENT RESOLUTION

AMENDING JOINT RULE 1-1 TO PROVIDE THAT SEATING IN THE GALLERY DURING A JOINT SESSION SHALL BE OPEN TO THE PUBLIC.

 

     WHEREAS, Legislative Joint Rule 8-1 provides for the adoption, amendment or repeal of joint rules by concurrent resolution approved by two-thirds of the membership of each house;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, that Joint Rule 1-1 be amended to read:

          "JOINT SESSIONS (1-1)

A. Whenever the two houses of the legislature meet in joint session, the proceedings shall be entered upon the journal of each house. The lieutenant governor or, in [his] the lieutenant governor's absence, the president pro tempore shall preside over the joint session and the chief clerk of the house shall act as the clerk thereof. A majority of the [elected] members of each house shall constitute a quorum for the transaction of business; provided, that upon unanimous consent, the attendance roll calls of each house for that legislative day may be substituted for the roll call of the joint session. No bill shall be considered, debated or voted upon in a joint session.

B. No seating in the gallery during a joint session shall be reserved. All gallery seating during a joint session shall be open to the public.".
