Mr. President:

    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

SENATE BILL 16

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, lines 13 and 14, strike "NMSA 1978" and insert in lieu thereof "THE PAIN RELIEF ACT".

    2. On page 1, between lines 16 and 17, insert the following new section:

    "SECTION 1. Section 24-2D-1 NMSA 1978 (being Laws 1999, Chapter 126, Section 1) is amended to read:

    "24-2D-1. SHORT TITLE.--[This act] Chapter 24, Article 2D NMSA 1978 may be cited as the "Pain Relief Act"."".

    3. Renumber the succeeding sections accordingly.

    4. On page 3, line 2, after the first quotation mark, insert "prescription".

    5. On page 3, line 2, after "opioid", insert an ending quotation mark and strike the remainder of the line, strike lines 3 through 6 in their entirety and insert in lieu thereof:

"means a drug in the class of drugs that includes the natural derivatives of opium, which are morphine and codeine, and related synthetic and semi-synthetic compounds that act upon opioid receptors;".

    6. On page 3, strike lines 7 through 12 in their entirety.

    7. Reletter the succeeding subsections accordingly.

    8. On page 3, line 21, strike "OPIOID ANALGESICS" and insert in lieu thereof "PRESCRIPTION OPIOIDS".

    9. On page 3, line 23, strike "an" and insert in lieu thereof "a prescription" and strike "analgesic".

    10. On page 3, line 25 and page 4, line 1, strike "an opioid antagonist" and insert in lieu thereof "naloxone".

    11 On page 4, line 1, strike "an" and insert in lieu thereof "a prescription".

    12. On page 4, line 2, strike "analgesic".

    13. On page 4, line 5, strike "an opioid antagonist" and insert in lieu thereof "naloxone".

    14. On page 4, line 7, strike "an" and insert in lieu thereof "a prescription" and after "opioid", strike "analgesic".

    15. On page 4, line 9, strike "an" and insert in lieu thereof "a prescription".

    16. On page 4, line 10, strike "analgesic".,

and thence referred to the JUDICIARY COMMITTEE.
