AN ACT

RELATING TO HIGHER EDUCATION; PROVIDING THAT TWO OF THE FIVE REGENTS ON THE BOARD OF REGENTS OF NEW MEXICO STATE UNIVERSITY HAVE A CERTAIN BACKGROUND IN AGRICULTURE; MAKING TECHNICAL CORRECTIONS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. Section 21-8-3 NMSA 1978 (being Laws 1889, Chapter 138, Section 20, as amended) is amended to read:

     "21-8-3. CURRICULUM--BOARD OF REGENTS--NUMBER--QUALIFICATIONS--QUORUM.--

          A. The [course] courses of instruction of [the college hereby created] New Mexico state university shall [embrace] include the English language, literature, mathematics, philosophy, civil engineering, chemistry, [and] animal [and] or vegetable anatomy and physiology, the veterinary art, entomology, geology, [and] political, [rural and household economy] economics, horticulture, [moral] philosophy, history, [mechanics] engineering and such other [sciences and] courses of instruction as shall be prescribed by the board of regents of [this institution of learning] New Mexico state university.

          B. The management of [said college and experiment station] the university, the care and preservation of all property of which [such institution] the university shall become possessed, the erection and construction of all buildings necessary for the use of [said college and station] the university and the disbursement and expenditure of all [moneys] money provided for by [this act] law shall be vested in a board of five regents. [Said] The five regents shall possess the same qualifications [as] required for the regents of the university of New Mexico; provided that two of the five regents also shall have a bachelor, master or doctorate of science degree, or at least four years of experience, in agriculture, agricultural systems management, agribusiness, horticulture, soil and crop management, animal science or a comparable discipline. [Said] The regents [and their successors in office] shall constitute a body corporate with the name and style of the [The] regents of [the] New Mexico [College of agriculture and mechanic arts] state university, with the right as such of suing and being sued, [of] contracting and being contracted with, [of] making and using a common seal and altering the same at pleasure [of] and causing all things to be done necessary to carry out the provisions of law. A majority of the board shall constitute a quorum for the transaction of business, but a [less] lesser number may adjourn from time to time."
