A MEMORIAL

PROCLAIMING FEBRUARY 7, 2017 "SOIL AND WATER CONSERVATION DISTRICT DAY" IN THE SENATE.

 

     WHEREAS, land, water and other resources are the basic physical assets of New Mexico, and their conservation and development are necessary to protect and promote the health and general welfare of the people of the state; and

     WHEREAS, New Mexico is experiencing severe drought that is affecting water supplies; and

     WHEREAS, New Mexico watersheds face over-vegetation and other challenges that affect water yields; and

     WHEREAS, endangered species and interstate compact issues are complicating water shortage issues; and

     WHEREAS, New Mexico's forty-eight soil and water conservation districts have applied these measures to conserve and develop the natural resources of the state for over fifty years by "putting conservation on the ground"; and

     WHEREAS, soil and water conservation districts are organized and perpetuated by the provisions of the Soil and Water Conservation District Act and are governmental subdivisions of the state;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that February 7, 2017 be proclaimed "Soil and Water Conservation District Day" in the senate and that recognition be extended to the men and women who serve to protect the fragile environment that is crucial to the well-being of the state of New Mexico; and

     BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the New Mexico association of conservation districts.
