A MEMORIAL
REQUESTING A STUDY OF THE POTENTIAL RECYCLING OR REUSE OF WASTE MATERIALS.
WHEREAS, waste materials contaminate the environment and present public health risks; and
WHEREAS, waste materials are costly to collect and dispose of; and
WHEREAS, waste materials could be reprocessed into commercially useful goods; and
WHEREAS, the environment will benefit from the reuse of waste materials;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the Rio Grande chapter of the Sierra club be requested to lead a study of the potential recycling or reuse of waste materials; and
BE IT FURTHER RESOLVED that other groups be requested to participate in the study, including 350.org, conservation voters New Mexico, Eldorado/285 recycles, the New Mexico farm and livestock bureau, the New Mexico state university cooperative extension service, the New Mexico recycling coalition, the New Mexico association of counties, the New Mexico municipal league, the department of environment and any other interested parties or groups; and
BE IT FURTHER RESOLVED that the following topics be included in the study:
A. the use of composting waste in New Mexico;
B. recycling of used rubber tires and uses of the product;
C. uses of farm, dairy and ranch waste;
D. uses for landfill waste; and
E. proposed uses of sludge from wastewater and water plants; and
BE IT FURTHER RESOLVED that the Rio Grande chapter of the Sierra club and study participants be requested to report findings and recommendations resulting from the study to the appropriate interim legislative committee by July 31, 2018; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the Rio Grande chapter of the Sierra club, 350.org, conservation voters New Mexico, Eldorado/285 recycles, the New Mexico farm and livestock bureau, the New Mexico state university cooperative extension service, the New Mexico recycling coalition, the New Mexico association of counties, the New Mexico municipal league, the secretary of environment and any other interested parties or groups.
