A MEMORIAL
REQUESTING THE ECONOMIC DEVELOPMENT DEPARTMENT AND THE DEPARTMENT OF ENVIRONMENT TO COOPERATE IN EXPEDITING THE PERMITTING PROCESS FOR FGM3-SOUKOS RECYCLING AND "WASTE TO ENERGY" FACILITIES IN NEW MEXICO.
WHEREAS, New Mexico has a vast supply of renewable and recyclable resources in the form of residential and commercial municipal solid waste accumulating in municipal landfills; and
WHEREAS, FGM3-soukos facilities use an advanced cold process to separate all metals, glass, plastics, paper and cardboard from the waste stream for recycling; and
WHEREAS, FGM3-soukos technology will transform non-recycled municipal solid waste such as wood, green and kitchen waste into renewable fuels, diesel, biochar and industrial and consumer products; and
WHEREAS, FGM3-soukos facilities, if used strategically statewide, would have the capacity to increase the statewide municipal solid waste recycling rate from eleven percent to over eighty percent, which would make New Mexico one of the greenest states in the country; and
WHEREAS, FGM3-soukos "waste to energy" facilities could significantly reduce the need for new waste transfer stations, material recovery facilities and landfills; and
WHEREAS, public subsidies would not be required to construct FGM3-soukos facilities; and
WHEREAS, FGM3-soukos facilities recycling and product output meet United States environmental protection agency regulations; and
WHEREAS, the FGM3-soukos "waste to energy" technology has been successfully operating for seven years; and
WHEREAS, a presentation was made before the Santa Fe city council, Albuquerque city leaders and the north central solid waste authority to describe proposals for FGM3-soukos facilities and to obtain input; and
WHEREAS, there is a need for increased municipal solid waste recycling in New Mexico;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the economic development department and the department of environment be requested to cooperate in expediting the permitting process for FGM3-soukos recycling and "waste to energy" facilities; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the secretary of economic development, the secretary of environment and the president of FGM3-soukos.
