A MEMORIAL
REQUESTING THAT THE OFFICE OF SUPERINTENDENT OF INSURANCE FORM A TASK FORCE TO STUDY ISSUES RELATED TO THE RECOVERY, STORAGE AND RETURN OF STOLEN VEHICLES AND THAT THE TASK FORCE REPORT THE FINDINGS OF ITS STUDY TO THE LEGISLATURE.
WHEREAS, when a stolen vehicle is recovered by law enforcement, the vehicle's owner is often required to pay fees for towing and storage for the vehicle to be returned; and
WHEREAS, the legislature has expressed interest in finding a way to address financial burdens on the owner of a stolen vehicle upon its return; and
WHEREAS, the office of superintendent of insurance has been meeting with parties interested in assisting with concerns related to the recovery of stolen vehicles and is working to establish a clearinghouse for recovered stolen vehicles and an owner notification system within the office;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE
STATE OF NEW MEXICO that the office of superintendent of insurance be requested to form a task force to study issues related to the recovery and return of stolen vehicles; and
BE IT FURTHER RESOLVED that the task force be requested to report the findings of its study and the results of its work to establish a clearinghouse and owner notification system to an interim committee that hears issues related to the courts, corrections and justice systems in the state; and
BE IT FURTHER RESOLVED that a copy of this memorial be
transmitted to the superintendent of insurance.
