AN ACT

RELATING TO EDUCATION; PROVIDING FOR THE ESTABLISHMENT OF THE PATHWAY TO COLLEGE TRANSFORMATIONAL INITIATIVE PILOT PROJECT; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. [NEW MATERIAL] PATHWAY TO COLLEGE TRANSFORMATIONAL INITIATIVE PILOT PROJECT.--

          A. The Chicana and Chicano studies department at the university of New Mexico shall establish the pathway to college transformational initiative pilot project. The pilot project shall begin on July 1, 2018 and continue until July 1, 2023.

          B. The pilot project shall offer high-quality college preparatory curricula tied to high school curricula in order to increase student success in high school retention, high school graduation, college matriculation and college academic achievement.

          C. The pilot project shall include provision for:

                (1) curriculum development;

                (2) a staff coordinator;

                (3) an outreach and recruitment coordinator;

                (4) dual enrollment courses at ten Albuquerque high schools;

                (5) an assessment coordinator;

                (6) special events;

                (7) public education projects; and

                (8) supplies.

          D. The Chicana and Chicano studies department shall report periodically and issue a final report on December 1, 2023 to the legislature and to the board of regents of the university of New Mexico on the progress of the pilot project, assessing the effectiveness of the program using evidence-based findings to determine whether students in the program became more academically engaged, increased their performance on academic tests, improved their graduation rates and sought higher education.

          E. Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2019 for the pathway to college transformational initiative pilot project. Any unexpended or unencumbered balance remaining at the end of fiscal year 2019 shall revert to the general fund.
