    Your RULES COMMITTEE, to whom has been referred


SENATE JOINT MEMORIAL 8


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 1, strike lines 18 through 24 in their entirety and insert in lieu thereof the following new paragraphs:


    "WHEREAS, essential emergency reporting and dispatch services accessible by calling nine-one-one are administered and provided through forty-one disparately funded municipal and county-run public safety answering points, also known as "PSAPs" or "911 centers", located throughout the state; and


    WHEREAS, the administrative function of distributing funds collected from the 911 surcharge to provide network, equipment and training for local government 911 centers has been performed by the local government division of the department of finance and administration; and".


    2. On page 2, line 6, after "of", strike the rest of the line, strike lines 7 through 11 in their entirety and insert in lieu thereof "911 expertise and effective administration to adequately serve the forty-one local government 911 centers; and


    WHEREAS, currently and for some time now, there is only one 911 program employee responsible for supporting all of the forty-one local government 911 centers statewide; and".,


and thence referred to the PUBLIC AFFAIRS COMMITTEE.
