    Your EDUCATION COMMITTEE, to whom has been referred

 

HOUSE BILL 5

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 1, line 15, strike the line through the semicolon.

 

     2. On page 7, line 10, after the semicolon, insert "and".

 

     3. On page 7, line 11, strike "; and" and insert in lieu thereof a period.

 

     4. On page 7, strike lines 12 through 14.

 

     5. On page 11, line 9, strike "quantitive" and insert in lieu thereof "quantitative".

 

     6. On page 20, line 15, after the period, insert a closing quotation mark.

 

     7. On pages 20 and 21, strike Subsection D in its entirety.

 

     8. On page 32, line 23, strike the closing quotation mark and between lines 23 and 24, insert the following new subsection:

 

          "D. For purposes of this section, "services" means research-based or evidence-based social, emotional or academic interventions, such as:

 

                (1) case management, tutoring, reading interventions and after-school programs that are delivered by social workers, counselors, teachers or other professional staff;

 

                (2) culturally relevant professional and curriculum development, including those necessary to support language acquisition, bilingual and multicultural education;

 

                (3) additional compensation strategies for high-need schools;

 

 

 

                (4) whole school interventions, including school- based health centers and community schools;

 

                (5) educational programming intended to improve career and college readiness of at-risk students, including dual or concurrent enrollment, career and technical education, guidance counseling services and coordination with post-secondary institutions; and

 

                (6) services to engage and support parents and families in the education of students."".

 

     9. On page 43, line 12, after the bracket, insert "for a standard nine and one-half month contract".

 

     10. On page 43, strike lines 13 through 19 and insert in lieu thereof:

 

                "(1) forty thousand dollars ($40,000) for fiscal year 2020;

 

                (2) forty-two thousand dollars ($42,000) for fiscal year 2021;

 

                (3) forty-four thousand dollars ($44,000) for fiscal year 2022; and

 

                (4) forty-six thousand dollars ($46,000) for fiscal year 2023 and subsequent fiscal years.

 

          H. Teachers in an extended learning program or K-5 plus program shall receive additional salary at the same rate as their base salary for that teaching time."".

 

     11. On page 44, line 23, after the bracket, insert "for a standard nine and one-half month contract".

 

     12. On page 44, strike lines 24 and 25, on page 45, strike lines 1 through 5 and insert in lieu thereof:

 

                "(1) fifty thousand dollars ($50,000) for fiscal year 2020;

 

 

                (2) fifty-two thousand dollars ($52,000) for fiscal year 2021;

 

                (3) fifty-four thousand dollars ($54,000) for fiscal year 2022; and

 

                (4) fifty-six thousand dollars ($56,000) for fiscal year 2023 and subsequent fiscal years.

 

          E. Teachers in an extended learning program or K-5 plus program shall receive additional salary at the same rate as their base salary for that teaching time."".

 

     13. On page 46, line 7, after the bracket, insert "for a standard nine and one-half month contract".

 

     14. On page 46, strike lines 8 through 14 and insert in lieu thereof:

 

                "(1) sixty thousand dollars ($60,000) for fiscal year 2020;

 

                (2) sixty-two thousand dollars ($62,000) for fiscal year 2021;

 

                (3) sixty-four thousand dollars ($64,000) for fiscal year 2022; and

 

                (4) sixty-six thousand dollars ($66,000) for fiscal year 2023 and subsequent fiscal years.

 

          D. Teachers in an extended learning program or K-5 plus program shall receive additional salary at the same rate as their base salary for that teaching time.".

 

     15. Reletter the succeeding subsection accordingly.,

 

and thence referred to the APPROPRIATIONS & FINANCE COMMITTEE.
