FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE

 

AN ACT

RELATING TO EDUCATION; REQUIRING THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO ESTABLISH A SHARED SERVICE INTEGRATION MODEL THAT IMPROVES EFFECTIVENESS OF AND MINIMIZES DUPLICATION OF EARLY CHILDHOOD EDUCATION PROGRAMS STATEWIDE; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new section of the Children's Code is enacted to read:

     "[NEW MATERIAL] EARLY CHILDHOOD EDUCATION--SHARED SERVICE INTEGRATION MODEL.--By August 1, 2019, the department shall establish a shared service integration model that allows early childhood education programs statewide to achieve greater effectiveness and minimize duplication among local, state and federal programs, both private and public."

     SECTION 2. APPROPRIATION.--Three hundred thousand dollars ($300,000) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal years 2020 and 2021 to provide early childhood education programs statewide with a shared service integration model in accordance with the provisions of Section 1 of this act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2021 shall revert to the general fund.
