has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 13, after "AUTHORIZATIONS", strike "; DECLARING AN EMERGENCY".

    2. On page 1, line 21, strike "first" and insert in lieu thereof "second". 

    3. On page 2, line 4, after "within", strike "seventy-two hours" and insert in lieu thereof "ten days".

    4. On page 2, lines 11 and 12, strike Section 2 in its entirety.,

and thence referred to the FINANCE COMMITTEE.
