AN ACT

RELATING TO HIGHER EDUCATION; ALLOWING NEW MEXICO STATE UNIVERSITY TO ESTABLISH A UNIVERSITY CAMPUS IN SAN LUIS POTOSI, MEXICO.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new section of Chapter 21, Article 8 NMSA 1978 is enacted to read:

     "[NEW MATERIAL] PUBLIC-PRIVATE PARTNERSHIP FOR UNIVERSITY CAMPUS IN SAN LUIS POTOSI, MEXICO.--The board of regents of New Mexico state university may establish a New Mexico state university campus in San Luis Potosi, Mexico. The university shall not use state funds for capital investment or make financial contributions to private investors for the operation of the Mexican campus."
