has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 12, strike "2019" and insert in lieu thereof "2020".

    2. On page 1, line 13, after "CAPACITY", strike the remainder of the line and strike line 14 through "EMERGENCY".

    3. On page 1, line 22, strike "2019" and insert in lieu thereof "2020".

    4. On page 2, line 4, after "conditioning", strike the remainder of the line up to the comma.

    5. On page 2, lines 23 through 25, and on page 3, lines 1 through 7, strike Sections 2 and 3 in their entirety
