AN ACT

MAKING AN APPROPRIATION TO THE HIGHER EDUCATION DEPARTMENT TO OBTAIN A NEEDS ASSESSMENT FOR EACH PUBLIC INSTITUTION OF HIGHER EDUCATION IN THE STATE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--Three million nine hundred fifty thousand dollars ($3,950,000) is appropriated from the general fund to the higher education department for expenditure in fiscal years 2020 through 2022 to obtain a facility needs assessment and institutional analysis for each public institution of higher education in the state to report on capital needs and how to better utilize existing space, remain competitive among peer institutions and strategically invest in each institution's existing facilities based on a complete list of prioritized projects tied to critical need, institutional mission and financial capacity. Up to one hundred fifty thousand dollars ($150,000) of the appropriation may be expended in fiscal year 2020 for organizational and process development. Any unexpended or unencumbered balance remaining at the end of fiscal year 2022 shall revert to the general fund.
