AN ACT

RELATING TO HIGHER EDUCATION; CREATING THE EXTENSION FOR COMMUNITY HEALTHCARE OUTCOMES FOR EDUCATION CENTER IN THE HIGHER EDUCATION DEPARTMENT TO PROMOTE AND DEVELOP EXPERTISE AMONG KINDERGARTEN THROUGH TWELFTH GRADE TEACHERS IN NEW MEXICO; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. Section 9-25-1 NMSA 1978 (being Laws 2005, Chapter 289, Section 1) is amended to read:

     "9-25-1. SHORT TITLE.--[Sections 1 through 13 of this act] Chapter 9, Article 25 NMSA 1978 may be cited as the "Higher Education Department Act"." 

     SECTION 2. A new section of the Higher Education Department Act is enacted to read:

     "[NEW MATERIAL] EXTENSION FOR COMMUNITY HEALTHCARE OUTCOMES FOR EDUCATION CENTER--CREATED.--

          A. The "extension for community healthcare outcomes for education center" is created in the department.

          B. The extension for community healthcare outcomes for education center shall develop the expertise of education practitioners in New Mexico in college and career readiness, English language learning, special education, multicultural education and students in poverty. The center shall provide effective, sustainable and innovative professional learning for kindergarten through twelfth grade educators starting in the first semester of the 2019-2020 school year.

          C. The extension for community healthcare outcomes for education center shall build virtual learning communities in college and career readiness, English language learning, special education, multicultural education and students in poverty. The communities shall be designed to connect remote, isolated education practitioners and teacher leaders to collaborative, focused, timely and relevant professional learning. Each community shall offer several experts providing workshops in the most effective, practical and innovative knowledge pertinent to that community and tools to build each education practitioner's expertise."

     SECTION 3. APPROPRIATION.--Seven hundred fifty thousand dollars ($750,000) is appropriated from the general fund to the higher education department for expenditure in fiscal year 2020 to fund the extension for community healthcare outcomes for education center. Any unexpended or unencumbered balance remaining at the end of fiscal year 2020 shall revert to the general fund.
