A MEMORIAL

REQUESTING THE SECRETARY OF ECONOMIC DEVELOPMENT TO CONVENE AN ECONOMIC DEVELOPMENT INNOVATION TASK FORCE TO SPUR COLLABORATIVE AND INNOVATIVE DISCUSSIONS TO CREATE NEW ECONOMIC DEVELOPMENT CONCEPTS AND IDEAS TO ENHANCE NEW MEXICO'S ECONOMY.

 

     WHEREAS, New Mexico must spur collaboration and innovation to create new economic development concepts and ideas to enhance New Mexico's economy; and

     WHEREAS, New Mexico must pursue a stronger collaboration among the economic development community; the state's institutions of higher education and their respective alumni networks; and the business community to develop and enact specific action plans to recruit individuals with talent and critical skills to the state; and

     WHEREAS, New Mexico must identify permanent funding sources and dedicated sources of revenue to fully fund economic development programs and incentives; and

     WHEREAS, New Mexico must find ways to entice new development of quality commercial and industrial spaces to attract new companies;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the secretary of economic development be requested to convene an economic development innovation task force by May 1, 2019 to:

          A. spur collaboration and innovation to create new economic development concepts and ideas related to permanent and recurring sources of funding for economic development programs;

          B. develop an action plan to recruit individuals with talent and critical skills to the state through access to and engagement of New Mexico's higher education institutions alumni bases;

          C. identify efforts to support development of quality commercial and industrial spaces; and

          D. explore other innovative concepts in economic development; and

     BE IT FURTHER RESOLVED that the economic development innovation task force consist of:

          A. the secretary of economic development;

          B. the secretary of workforce solutions or the secretary's designee;

          C. the secretary of higher education or the secretary's designee;

          D. one member of a public post-secondary educational institution alumni association, appointed by the secretary of economic development;

          E. the president and chief executive officer of the corporation created by the Economic Development Corporation Act;

          F. four members of New Mexico IDEA, an association composed of professional industrial and economic development professionals and others interested in the development process in New Mexico appointed by the secretary of economic development;

          G. one member appointed by the speaker of the house of representatives;

          H. one member appointed by the president pro tempore of the senate;

          I. one member appointed by the minority floor leader of the house of representatives; and

          J. one member appointed by the minority floor leader of the senate; and

     BE IT FURTHER RESOLVED that the economic development innovation task force be requested to present a report of its findings and recommendations to the legislative finance committee, the interim revenue stabilization and tax policy committee and the interim committee dealing with economic and rural development issues; and

     BE IT FURTHER RESOLVED that the report include specific recommendations related to permanent and recurring funding sources for economic development programs and incentives, recruitment of individuals with talent and critical skills to the state, efforts to address the shortage of quality commercial and industrial spaces and any other innovative economic development concepts developed by the task force no later than October 15, 2019; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the speaker of the house of representatives, the president pro tempore of the senate, the governor, the secretary of economic development, the secretary of workforce solutions, the secretary of higher education and the president of the board of New Mexico IDEA.
