A JOINT MEMORIAL

REQUESTING THE SECRETARY OF WORKFORCE SOLUTIONS TO CONVENE A WORKING GROUP TO DISCUSS UNEMPLOYMENT COMPENSATION DURING TRAINING PERIODS OF APPRENTICESHIP-RELATED INSTRUCTION.

 

     WHEREAS, skilled laborers and apprentices contribute to the overall economy of the state; and

     WHEREAS, approximately one hundred forty-seven apprentices participate in apprenticeship-related instruction programs that require daytime training periods; and

     WHEREAS, during the daytime training periods, apprentices are not paid and are ineligible for unemployment benefits; and

     WHEREAS, the lack of compensation and ineligibility for unemployment benefits is a significant financial burden for participants; and

     WHEREAS, the lack of compensation and ineligibility for unemployment benefits during daytime training periods causes some participants in apprenticeship-related instruction programs to miss training sessions or drop out of the program entirely;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the secretary of workforce solutions be requested to convene a working group of representatives from the workforce solutions department, the joint apprenticeship training committee and the building trades unions to discuss unemployment compensation during training periods of apprenticeship-related instruction; and

     BE IT FURTHER RESOLVED that the working group be requested to make a report of its findings and recommendations to the appropriate interim committee that studies issues pertaining to economic and rural development; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of workforce solutions and the chair of the appropriate interim committee that studies issues pertaining to economic and rural development.
