A JOINT MEMORIAL

REQUESTING THE CULTURAL AFFAIRS DEPARTMENT TO CONVENE A TASK FORCE TO DEVELOP OPTIONS AND A STRATEGIC PLAN FOR THE DEVELOPMENT OF THE CAMINO REAL DE TIERRA ADENTRO NATIONAL HISTORIC TRAIL IN COLLABORATION WITH THE UNITED STATES BUREAU OF LAND MANAGEMENT AND THE NATIONAL PARK SERVICE; REQUESTING THAT THE STRATEGIC PLAN INCLUDE A COMMUNICATIONS PLAN TO ATTRACT VISITORS AND TELL THE HISTORY OF THE TRAIL AND ITS ROLE IN THE SETTLEMENT OF NEW MEXICO AND A PLAN TO ENGAGE THE DIVERSE COMMUNITIES ALONG THE TRAIL IN ALL ASPECTS OF DEVELOPMENT AND COMMUNICATIONS FOR THE TRAIL.

 

     WHEREAS, the history of human settlement and development of cultures in the American southwest does not receive the attention it deserves as part of the national American heritage; and

     WHEREAS, El Camino Real de Tierra Adentro, commonly known as the Camino Real and translated as the royal road of the interior, was the central pathway for expansion of New Spain from Mexico into what is now the American southwest; and

     WHEREAS, the Spanish development of the Camino Real used and expanded upon existing trade routes established by the indigenous peoples of what is now Mexico and the United States; and

     WHEREAS, for centuries, the Camino Real was a lifeline providing for the movement of goods, people, music, art and other aspects of culture for communities stretching from the valley of Mexico to northern New Mexico and other parts of the American southwest; and

     WHEREAS, the history of the Camino Real formed the foundation of the multicultural mix of present day New Mexico and much of the American southwest; and

     WHEREAS, the federal designation of El Camino Real de Tierra Adentro national historic trail should be leveraged to bring the history of Native American and Hispanic cultures more broadly into the national dialogue on American history and culture; and

     WHEREAS, the federal government has assigned the United States bureau of land management and the national park service to manage and develop the parts of the national trail on land under their jurisdiction; and

     WHEREAS, a well-designed development and communications strategy for the Camino Real could stimulate tourism both from other American states and internationally;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the cultural affairs department be requested to create a task force to develop options and a strategic plan for development of the Camino Real de Tierra Adentro, including a communications plan to attract visitors to the trail and tell its history and role in the settlement of New Mexico and the American southwest; and

     BE IT FURTHER RESOLVED that the strategic plan include a plan to engage the diverse communities along the trail in all aspects of the development and communications strategy for the trail; and

     BE IT FURTHER RESOLVED that the cultural affairs department request the collaboration of the United States bureau of land management and the national park service in forming the task force; and the participation of other state agencies, the Indian nations, tribes and pueblos in New Mexico, the municipalities and counties along the Camino Real in New Mexico and business and nongovernmental organizations interested in the history and development of the Camino Real; and

     BE IT FURTHER RESOLVED that meetings of the task force be open to the public, subject to the same notice provisions and exceptions provided in the Open Meetings Act; and

     BE IT FURTHER RESOLVED that the cultural affairs department present a report regarding the strategic plan and options for development of the Camino Real to the legislative finance committee and other appropriate interim committees by November 1, 2020; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of cultural affairs, the secretary of economic development, the secretary of Indian affairs and the secretary of tourism.
