A MEMORIAL

REQUESTING THE ECONOMIC DEVELOPMENT DEPARTMENT AND THE ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT TO IDENTIFY METHODS TO ENCOURAGE DEVELOPMENT OF NEW INVENTIONS WITHIN THE STATE.

 

     WHEREAS, inventors have created countless products that people all over the world use and depend upon; and

     WHEREAS, inventions such as the light bulb, the telephone, the automobile and the personal computer have changed how everyone lives; and

     WHEREAS, inventors have found ways to develop existing inventions into innovative new products like computer operating systems, cell phones and electric vehicles; and

     WHEREAS, there are many inventors famed for their innovative creations, such as Thomas Edison, Alexander Graham Bell, Nikola Tesla, Bill Gates and Steve Jobs; and

     WHEREAS, there are many more lesser-known inventors that continue to painstakingly develop new ideas and create products that will make the world better and become tomorrow's necessities; and

     WHEREAS, Thomas Edison notably recognized, "genius is one percent inspiration and ninety-nine percent perspiration"; and

     WHEREAS, there are a number of creative geniuses working on ideas to create and improve existing products in New Mexico; and

     WHEREAS, some notable inventions such as the first personal computer, the water disruptor and the nicotine patch had their roots in New Mexico; and

     WHEREAS, the development of new inventions provides an enormous opportunity for economic development within this state; and

     WHEREAS, scientists at the national laboratories in the state continue to develop new technologies that will contribute to national security; and

     WHEREAS, researchers at New Mexico's higher education and research institutions continue to work on discoveries that contribute to the fields of science, medicine, agriculture, information technology and engineering; and

     WHEREAS, New Mexico-based companies are also working on new innovations related to renewable energy, such as hydroelectric power generation and solar module development; and

     WHEREAS, the development of various inventions in New Mexico has been fostered through programs such as the small business innovation research program and incentives such as the angel investment tax credit and the laboratory partnership with small business tax credit; and

     WHEREAS, it would be beneficial to study additional methods to provide support to New Mexico's inventors and to encourage new growth in the development of innovative technologies in the state;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the economic development department be requested to study additional methods to encourage development of new inventions within the state and support New Mexico's inventors; and

     BE IT FURTHER RESOLVED that the energy, minerals and natural resources department be requested to contribute to the study of and provide input on methods to encourage development of technology to promote the use of renewable energy sources; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of economic development and the secretary of energy, minerals and natural resources.
