A RESOLUTION

AMENDING THE RULES OF THE SENATE REGARDING PREFILING OF LEGISLATION AND CONTINUAL ENGROSSING OF LEGISLATION.

 

     WHEREAS, Senate Rule 24-1 provides that the rules of the senate may be amended by a two-thirds majority vote of the members of the senate or by a majority vote of the members of the senate upon the recommendation of the rules committee;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that Senate Rule 11-12-1 be amended to read:

"11-12-1        A senator or senator-elect may prefile legislation by depositing it with the chief clerk during regular business hours between [December 15] January 1 and the Friday before a regular session begins. The chief clerk shall log [and number prefiled legislation in the order in which it is received] prefiled legislation. Prefiled legislation shall be publicly available. Prefiled legislation shall be introduced and referred to committee [on the first day] during the first week of the regular session."; and

BE IT FURTHER RESOLVED that a new senate rule be adopted to read:

"11-22-5        The legislative council service shall, upon adoption of floor amendments or a committee report recommending amendments to a bill, memorial or resolution, create and post on the legislative website as soon as practicable a document with all amendments incorporated into its text. The document shall make clear which text is original and which text is added or struck by amendment and by which body.".
