has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 1, line 12, after "MEMBERS", insert "; DECLARING AN EMERGENCY".

 

     2. On page 1, line 25, after "district", strike the remainder of the line.

 

     3. On page 2, line 1, strike "members".

 

     4. On page 2, line 2, after "authority", insert "voting".

 

     5. On page 2, line 3, after "three", insert "voting".

 

     6. On page 2, line 25, after "utility", strike the remainder of the line.

 

     7. On page 3, strike lines 1 and 2 in their entirety.

 

     8. On page 3, line 3, strike "retired" and insert in lieu thereof "that qualifies pursuant to the provisions of Subsection B of Section 71-10-3 NMSA 1978".

 

     9. On page 3, line 10, after "additional", insert "voting".

 

     10. On page 5, between lines 11 and 12, insert the following new section:

 

     "SECTION 3. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".

 

and thence referred to the STATE GOVERNMENT, ELECTIONS AND INDIAN AFFAIRS COMMITTEE.
