has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 1, line 12, after the semicolon, strike the remainder of the line, strike all of line 13, strike line 14 through "TO" and insert in lieu thereof "REQUIRING".


    2. On page 2, lines 15 and 16, strike Subsection C in its entirety.


    3. Reletter the succeeding subsections accordingly.


    4. On page 2, line 20, before the semicolon, insert "and who has professional experience with heating, ventilation and air conditioning systems".


    5. On page 3, line 3, after the semicolon, insert "and".


    6. On page 3, line 6, after "of", strike the remainder of the line, strike line 7 through "Mexico" and insert in lieu thereof "or registered in and attending an apprenticeship program registered with the workforce solutions department or one to which the department has granted reciprocal approval".

    11. On page 7, line 23, after "The", insert "department shall require all school districts to undertake a".

    13. On page 9, between lines 5 and 6, insert the following new subsections:


         "C. The department shall require all school districts to make the appropriate corrective actions identified in the ventilation assessment required by the Public School Ventilation Improvement Act. These corrective actions shall include testing, adjusting and balancing the public school mechanical ventilation system and, if necessary or cost-effective, shall include repairs, upgrades or replacement of the existing heating, ventilation and air conditioning system or the installation of a stand-alone mechanical ventilation system. The corrective actions identified in the ventilation assessment may include general maintenance, reading and adjustment of ventilation rates, filter replacement to meet a minimum efficiency reporting value of at least thirteen, carbon dioxide monitor installation or whole-system installation or replacement. Portable filtration and air cleaners shall be used only if the existing heating, ventilation and air conditioning infrastructure cannot provide minimum filtration and ventilation requirements or, as recommended by a mechanical engineer, as a supplemental enhancement to the permanent heating, ventilation and air conditioning infrastructure when the desired indoor air quality cannot be achieved with the mechanical ventilation system or there are concerns with outdoor air contaminants such as those created by wildfires and pollution.


         D. School districts shall ensure that all work required by the ventilation assessment is performed using a skilled and trained construction workforce that is in compliance with the Construction Industries Licensing Act and rules promulgated in accordance with that act. The public school facilities authority shall work in consultation with the department and the construction industries division of the regulation and licensing department to ensure the assessments and construction required by the Public School Ventilation Improvement Act meet all standards and requirements.".


    14. Reletter the succeeding subsections accordingly.


    15. On page 9, line 6, after "work", strike the remainder of the line and strike line 7 through "Act" and insert in lieu thereof "identified by the ventilation assessment".


    16. On page 10, line 8, strike "employs" and insert in lieu thereof "uses".,
