AN ACT

MAKING GENERAL APPROPRIATIONS AND AUTHORIZING EXPENDITURES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. SPECIAL APPROPRIATIONS.--The appropriations in this act are from the general fund or other funds as indicated for the purposes specified. Unless otherwise indicated, the appropriation may be expended in fiscal years 2021 and 2022. Unless otherwise indicated, the unexpended or unencumbered balance of an appropriation in this act remaining at the end of the expenditure period shall revert to the fund from which appropriated.

     SECTION 2. LEGISLATIVE.--Twelve thousand dollars ($12,000) is appropriated from the general fund to the legislative council service for the interim duties of the senate rules committee.

     SECTION 3. JUDICIAL.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the fifth judicial district for expenditure in fiscal year 2022 for additional employees.

     SECTION 4. COMMERCE AND INDUSTRY.--

          A. Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the economic development department fund for the job training incentive program.

          B. Two hundred thousand dollars ($200,000) is appropriated from the general fund to the Cumbres and Toltec scenic railroad commission for maintenance and repair of railroad facilities.

     SECTION 5. AGRICULTURE, ENERGY AND NATURAL RESOURCES.--Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the interstate stream commission for acequia improvements statewide.

     SECTION 6. HEALTH, HUMAN SERVICES AND HOSPITALS.--

          A. Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the early childhood education and care department for expenditure in fiscal year 2022 to provide additional public and private pre-kindergarten placements.

          B. One hundred thousand dollars ($100,000) is appropriated from the general fund to the workforce solutions department for expenditure in fiscal year 2022 for expansion in the employment services division.

     SECTION 7. PUBLIC SAFETY.--One hundred fifty thousand dollars ($150,000) is appropriated from the general fund to the department of public safety for expenditure in fiscal year 2022 for a full-time crisis counselor.

     SECTION 8. HIGHER EDUCATION.--

          A. To the higher education department:

                (1) two hundred thirty-two thousand dollars ($232,000) for expenditure in fiscal years 2021 through 2023 to obtain a facility needs assessment and institutional analysis for each public post-secondary educational institution and to organize and execute a systemwide plan that uses space optimization and other best practices to develop a comprehensive and uniform method for capital planning and funding; and

                (2) two hundred thousand dollars ($200,000) for Santa Fe community college for equipment and engineering services to expand the listening area of its public radio station.

          B. For the university of New Mexico:

                (1) one hundred twenty-five thousand dollars ($125,000) to expand the nursing program at the Gallup branch for expenditure in fiscal year 2022; and

                (2) two hundred thousand dollars ($200,000) for financial aid for medical school students.

          C. One hundred fifty-seven thousand dollars ($157,000) to the board of regents of the New Mexico institute of mining and technology for cybersecurity education.
