AN ACT

RELATING TO PUBLIC EDUCATION; CREATING A WEB-BASED RESOURCE TOOL FOR AT-RISK STUDENTS; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new section of the Public School Code is enacted to read:

     "[NEW MATERIAL] WEB-BASED RESOURCE TOOL FOR AT-RISK STUDENTS--CREATION--CONTENTS--ADVISORY GROUP.--

          A. The department, in collaboration with the legislative finance committee and the legislative education study committee, shall develop and maintain a web-based resource tool that provides resources for at-risk students.

          B. The web-based resource tool for at-risk students may contain the following:

                (1) information on educational programs focused on the needs of at-risk students;

                (2) modules, interventions and educational approaches conducive to the educational needs of at-risk students; and

                (3) information on points of contact for local and regional educational experts.

          C. The department shall convene an advisory group of stakeholders who represent educational organizations statewide who serve at-risk students to work in collaboration with the department to provide recommendations to develop the content for the web-based resource tool for at-risk students.

          D. The stakeholders in the advisory group may choose to serve as local and regional points of contact for any recommendations for educational services for at-risk students or any updates to the web-based resource tool for at-risk students. 

          E. The department shall host the web-based resource tool on the department's website and employ a full-time staff member to oversee and maintain the web-based resource tool for at-risk students.

          F. As used in this section, "at-risk students" means low-income students, English language learners, special education students and Native American students."

     SECTION 2. APPROPRIATION.--Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2023 to develop and maintain a web-based resource tool for at-risk students and to hire a full-time employee to oversee the web-based resource tool. Any unexpended or unencumbered balance remaining at the end of fiscal year 2023 shall revert to the general fund.
