A CONCURRENT RESOLUTION

AMENDING THE JOINT RULES OF THE HOUSE AND SENATE REGARDING AVAILABILITY OF ANALYSIS AND PROPOSED COMMITTEE AMENDMENTS AND SUBSTITUTES.

 

     WHEREAS, Legislative Joint Rule 8-1 provides for the adoption, amendment or repeal of joint rules by concurrent resolution approved by two-thirds of the membership of each house;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO, THE SENATE CONCURRING THEREIN, that the following new proposed Joint Rule 13-1, effective with the first session of the fifty-sixth legislature, be adopted to read:

"PUBLICATION OF EXECUTIVE AGENCY ANALYSIS OF LEGISLATION AND PROPOSED COMMITTEE AMENDMENTS AND SUBSTITUTES (13-1)

A. Analysis of legislation submitted by executive agencies to the legislative finance committee for development of fiscal impact reports and committee analysis of legislation made available to a committee shall be made publicly available on the legislature's website as soon as is practicable.

B. Amendments and substitute legislation proposed and made available to a committee shall be made publicly available on the legislature's website as soon as is practicable and shall be maintained on the legislature's website, whether adopted or not.".
