A MEMORIAL

RECOGNIZING THE HISTORY AND CONTRIBUTIONS OF THE ALBUQUERQUE METROPOLITAN ARROYO FLOOD CONTROL AUTHORITY AND HONORING THE ALBUQUERQUE METROPOLITAN ARROYO FLOOD CONTROL AUTHORITY ON ITS SIXTIETH ANNIVERSARY; REQUESTING THE GOVERNOR TO PROCLAIM MARCH 26, 2023 "ALBUQUERQUE METROPOLITAN ARROYO FLOOD CONTROL AUTHORITY DAY".

 

     WHEREAS, Albuquerque was founded in 1706 as the Spanish colonial outpost of Ranchos de Albuquerque; and

     WHEREAS, Albuquerque's increasing urbanization and floods in the early 1940s prompted studies by the United States army corps of engineers; and

     WHEREAS, on March 26, 1963, the twenty-sixth legislature passed House Bill 291, which created the Albuquerque metropolitan arroyo flood control authority, providing for its organization, governing body and officers; and

     WHEREAS, the Albuquerque metropolitan arroyo flood control authority became the local sponsor for the federal flood control projects known as the north diversion channel and the south diversion channel, which capture and divert runoff around downtown Albuquerque and portions of the north and south valleys of Albuquerque; and

     WHEREAS, over the last sixty years, the Albuquerque metropolitan arroyo flood control authority has designed and constructed innovative projects with a full and complete understanding of the environmental, social and economic impacts, with a priority to return tax dollars to the taxpayers by providing the greatest benefit to all residents of Albuquerque; and

     WHEREAS, the Albuquerque metropolitan arroyo flood control authority's jurisdiction today covers three hundred fifty-three square miles and protects more than six hundred fifty thousand people; and

     WHEREAS, the Albuquerque metropolitan arroyo flood control authority constructs a nationally recognized tumbleweed snowman each year along interstate 40, which is seen by hundreds of thousands of people annually and is loved by people near and far;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the Albuquerque metropolitan arroyo flood control authority be recognized for the extraordinary history of accomplishments and contributions to the quality of life of the state; and

     BE IT FURTHER RESOLVED that the governor be requested to declare March 26, 2023 "Albuquerque Metropolitan Arroyo Flood Control Authority Day" in honor of its sixtieth anniversary; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the board of directors of the Albuquerque metropolitan arroyo flood control authority and the governor.
