AN ACT

MAKING APPROPRIATIONS TO EXPAND THE HEALTH CARE WORKFORCE THROUGHOUT THE STATE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--Twenty million dollars ($20,000,000) is appropriated from the general fund to the health care authority department for expenditure in fiscal year 2025 to increase medicaid reimbursement for health care services. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 2. APPROPRIATION.--Ten million dollars ($10,000,000) is appropriated from the general fund to the health professional loan repayment fund for expenditure in fiscal year 2025 to increase participation in the health professional loan repayment program. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 3. APPROPRIATION.--Two million dollars ($2,000,000) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal year 2025 to increase funding for educational stipend programs that receive matching federal funds pursuant to Title IV-E of the federal Social Security Act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 4. APPROPRIATIONS.--

          A. The following amounts are appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2025 for the following purposes:

                (1) five million dollars ($5,000,000) to support new physician resident slots at university of New Mexico health sciences center facilities;

                (2) three million dollars ($3,000,000) to compensate preceptors that supervise and train students seeking to become health care professionals; and

                (3) ten million dollars ($10,000,000) to pay faculty at the university of New Mexico college of population health.

          B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 5. APPROPRIATION.--Ten million dollars ($10,000,000) is appropriated from the general fund to the higher education department for expenditure in fiscal year 2025 and subsequent fiscal years to support the clinical supervision of social work and counseling students and to provide stipends to social work and counseling students who are working at unpaid internships. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert

to the general fund.
