AN ACT

RELATING TO FIRE RECOVERY; REQUIRING REPORTS; MAKING AN APPROPRIATION TO THE DEPARTMENT OF FINANCE AND ADMINISTRATION FOR BLACK FIRE RECOVERY EFFORTS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. [NEW MATERIAL] RECOVERY EFFORTS FOR DAMAGES FROM THE BLACK FIRE--REPORTS.--On or before November 1, 2024 and each November 1 thereafter, the local government division of the department of finance and administration shall work with local governmental entities and federal agencies to provide a report to the legislative finance committee and the governor regarding the efforts by the state for damage caused by the Black fire, including the actions taken, the cost of those actions, projections of remaining fire recovery needs and the remaining balances of the appropriation provided in Section 2 of this 2024 act. Reports pursuant to this section shall cease after the division reports that no more recovery efforts are needed.

     SECTION 2. APPROPRIATION.--One million dollars ($1,000,000) is appropriated from the general fund to the department of finance and administration for expenditure in fiscal years 2025 through 2027 for Black fire recovery efforts; provided that up to fifty thousand dollars ($50,000) of the appropriated funds may be used for staff and related administration costs for the efforts. Any unexpended or unencumbered balance remaining at the end of fiscal year 2027 shall revert to the general fund.
