A MEMORIAL

REQUESTING THE NEW MEXICO COALITION OF SEXUAL ASSAULT PROGRAMS, INCORPORATED, TO RECONVENE THE TASK FORCE ORGANIZED PURSUANT TO HOUSE MEMORIAL 40 OF THE FIRST SESSION OF THE FIFTY-SIXTH LEGISLATURE AND TO CONTINUE THE WORK OF THE TASK FORCE TO MAKE RECOMMENDATIONS FOR POLICY AND LEGISLATIVE CHANGES TO IMPROVE LOCAL, COUNTY, STATE AND FEDERAL JAILS' AND DETENTION AND CORRECTIONAL FACILITIES' COMPLIANCE WITH THE FEDERAL PRISON RAPE ELIMINATION ACT OF 2003.

 

     WHEREAS, in 2023, pursuant to House Memorial 40 of the first session of the fifty-sixth legislature, the New Mexico coalition of sexual assault programs, incorporated convened a task force to make recommendations for policy and legislative changes to improve local, county, state and federal jails' and detention and correctional facilities' compliance with the federal Prison Rape Elimination Act of 2003; and

     WHEREAS, the task force was requested to make its recommendations for policy and legislative changes by November 1, 2023; and

     WHEREAS, the task force needs additional time to study the issues and present its recommendations for policy and legislative changes;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the New Mexico coalition of sexual assault programs, incorporated task force be requested to reconvene the task force and continue the work of the task force to make its recommendations to the legislative health and human services committee, the interim committee dealing with courts, corrections and justice issues and the crime victims reparation commission by November 1, 2024; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor; the secretary of corrections; the executive director of the New Mexico coalition of sexual assault programs, incorporated; the chair of the legislative health and human services committee; the co-chairs of the New Mexico legislative council for distribution to the interim committee dealing with courts, corrections and justice issues; the director of the juvenile justice division of the children, youth and families department; the executive director of the American civil liberties union of New Mexico; the executive director of the New Mexico association of counties; and the executive director of the New Mexico municipal league.
