A MEMORIAL
DECLARING JANUARY 29, 2026 "NEW MEXICO TRIO PROGRAMS DAY" IN THE HOUSE OF REPRESENTATIVES.
WHEREAS, TRIO is a series of programs funded by the United States department of education that helps first-generation, low-income students access higher education; and
WHEREAS, TRIO derives its name from the initiative's original three programs: upward bound, created in 1964; educational talent search, created in 1965; and special services for disadvantaged students, created in 1968 and now known as student support services; and
WHEREAS, since 1986, congress has recognized a "National TRIO Day" in recognition of the achievements of the TRIO programs and the more than ten million students from low-income and working families that have benefited from the services of TRIO pre-college and college programs; and
WHEREAS, 2026 is the sixty-second anniversary of the creation of TRIO programs, and New Mexico was one of the first states to implement these programs; and
WHEREAS, all TRIO programs are vested in the notion that committed students deserve an opportunity to obtain higher education without regard to race, gender, national origin, disability status, family economic resources or family educational background; and
WHEREAS, in addition to the original three programs, TRIO programs now include talent search, upward bound math/science, veterans upward bound, educational opportunity centers and the Robert E. McNair post-baccalaureate achievement program; and
WHEREAS, there are thirty-eight TRIO programs in New Mexico that attract more than twelve million five hundred thousand dollars ($12,500,000) in annual federal funding and serve nearly ten thousand students; and
WHEREAS, these successful federal programs help first- generation, low-income students prepare for and gain admission to college and obtain college degrees and should be expanded in order to serve more students;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the New Mexico TRIO programs be recognized for the important role they play in encouraging and assisting students seeking higher education by declaring January 29, 2026 as "New Mexico TRIO Programs Day" in the house of representatives; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to Eilleen Garcia, president-elect of the TRIO New Mexico association.
