A MEMORIAL

REQUESTING THAT THE INDIAN AFFAIRS DEPARTMENT QUICKLY BUILD CAPACITY TO PROVIDE TECHNICAL ASSISTANCE TO THE STATE'S INDIAN NATIONS, TRIBES AND PUEBLOS TO PROMOTE EFFECTIVE AND TIMELY USE OF FUNDS FOR CAPITAL OUTLAY PROJECTS IN LIGHT OF THE LEGISLATURE'S CONSIDERATION OF CHANGES TO THE CAPITAL OUTLAY PROCESS.

 

     WHEREAS, the legislature is considering changes to the

capital outlay process; and

     WHEREAS, as part of its mission, the Indian affairs

department is tasked with providing technical assistance to

Indian nations, tribes and pueblos in their efforts to gain

resources and funding; and

     WHEREAS, one of the department's primary responsibilities

is to oversee capital outlay project appropriations from the

general fund;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF

REPRESENTATIVES OF THE STATE OF NEW MEXICO that the Indian

affairs department be encouraged to quickly build capacity for

increased technical assistance in order to provide more

efficient and effective support for Indian nation, tribe and

pueblo capital outlay projects; and

     BE IT FURTHER RESOLVED that copies of this memorial be

transmitted to the governor and the secretary of Indian affairs.
