  Mr. Speaker:
  
     Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to whom
  has been referred
  
                         HOUSE BILL 217
                                 
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
     1.  On page 4, line 15, strike "making efforts".
  
     2.  On page 4, between lines 15 and 16, insert the following
  new subsection to read:
  
          "A.  develop plans for health care delivery and payment
  systems designed to provide universal health care coverage for all
  New Mexicans by October 1, 1997;".
  
     3.  Reletter the succeeding subsections accordingly.
  
     4.  On page 5, line 11, after "investigate" insert "economic,",
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
