     Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom
  has been referred
  
                   HOUSE BILL 316, as amended
                                
                                 has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
     1.  On page 3, between lines 4 and 5, insert a new
  section to read:
  
     "Section 3.  TEMPORARY PROVISION--DEPARTMENT REPORT.--The
  state highway and transportation department shall report to
  the appropriate interim committee by September 1, 1996 on its
  plans and actions taken to implement the use of rubberized
  asphalt in highway and road projects in New Mexico.".
