0012|     MAKING AN APPROPRIATION TO CONTINUE DEVELOPMENT OF THE STATE'S

0013|     TELECOMMUNICATIONS INFRASTRUCTURE AND FOR OPTIMIZING AND
    |
0014|     LEVERAGING THE EXISTING INFRASTRUCTURE INVESTMENT; DECLARING AN 
    |
0015|     EMERGENCY.

0017|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0018|       Section 1.  APPROPRIATION.--
    |
0019|            A.  Five hundred thousand dollars ($500,000) is
    |
0020|     appropriated from the general fund to the information systems
    |
0021|     division of the general services department for expenditure in
    |
0022|     fiscal years 1996 and 1997 in the following amounts for the
    |
0023|     following purposes:
    |
0024|                 (1)  one hundred fifty thousand dollars
    |
0025|     ($150,000) to complete phase I of the connect New Mexico
    |
0001|     consortium to develop the state's telecommunications
    |
0002|     infrastructure; and
    |
0003|                 (2)  three hundred fifty thousand dollars
    |
0004|     ($350,000) to implement phase II of the connect New Mexico
    |
0005|     consortium strategy, including procuring computer equipment for
    |
0006|     twelve community systems and optimizing and leveraging the
    |
0007|     existing telecommunications infrastructure.
    |
0008|            B.  Any unexpended or unencumbered balance remaining
    |
0009|     at the end of fiscal year 1997 shall revert to the general fund.
    |
0010|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0011|     peace, health and safety that this take effect immediately.
