0012|     MAKING AN APPROPRIATION TO ESTABLISH A PROGRAM DESIGNED TO

0013|     PROVIDE SUPPORT, REFERRAL AND DIRECTION FOR WOMEN WHO HAVE BEEN
    |
0014|     INCARCERATED IN THE BERNALILLO COUNTY DETENTION CENTER;

0015|     DECLARING AN EMERGENCY.

0017|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0018|       Section 1.  APPROPRIATION.--One hundred seventy thousand
    |
0019|     dollars ($170,000) is appropriated from the general fund to the
    |
0020|     corrections department for expenditure in fiscal years 1996 and
    |
0021|     1997 for the purpose of contracting with a nonprofit
    |
0022|     organization to establish a program to provide support, referral
    |
0023|     and direction in life for women from the time of their
    |
0024|     incarceration in the Bernalillo county detention center through
    |
0025|     their transition to self-sufficiency.  Any unexpended or
    |
0001|     unencumbered balance remaining at the end of fiscal year 1997
    |
0002|     shall revert to the general fund.
    |
0003|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0004|     peace, health and safety that this act take effect immediately.
